Taxi company software: Uber, Bolt and your own dispatch in one view

Taxi company software pulls trips from Uber, Bolt and your own dispatch into one view, forwards ride requests to your drivers and shows revenue per taxi and driver. It does not replace the taximeter or TSE: German law still requires a taximeter (§ 28 BOKraft), calibrated every year and protected by a certified security device (§ 146a AO).

In short

  • A taxi trip booked through Uber or Bolt is still a taxi trip: the tariff, the taximeter and the duty to carry all still apply.
  • The real problem is visibility: trips, revenue and shifts sit in two platform portals plus your dispatch system.
  • Taxiflotte brings it together, forwards trips to drivers and warns you before the Konzession, inspection or calibration is due.

How do Uber Taxi, Bolt and your own dispatch compare?

Your taxi drives under the same rules on every channel. What differs is who owns the passenger, where the trip data lives and what the booking costs you.

What must a German taxi company comply with: taximeter, TSE, tariff?

A taxi needs a calibrated taximeter with a certified security device, charges the official tariff and must carry passengers within its mandatory service area (Pflichtfahrbereich). The key rules:

  • Waiting only in your home municipalityTaxis may only wait for passengers at approved ranks in the municipality of the company's base. Orders may also be taken during a trip or at the base. § 47(1)–(2) PBefG
  • Duty to carryIt applies to trips within the area for which fares are set under § 51. § 47(4) PBefG
  • Tariff, fixed price or price rangeFares are set by regulation. For pre-booked trips the regulation may allow fixed prices or a minimum and maximum, within which the price is agreed before the trip starts. § 51(1) PBefG
  • Calibrated taximeterTaxis need an illuminated taximeter; a conformity-assessed software system is allowed instead. Calibration law (Eichrecht) applies. § 28 BOKraft (BOKraft is the operating rules for passenger transport)
  • Calibration every yearTaximeters including their distance signal sensors must be recalibrated annually. MessEV Annex 7 No. 12.3
  • TSE for the taximeterEU taximeters are electronic recording systems and need a certified technical security device. For taximeters fitted with INSIKA before 1 January 2021, § 7 KassenSichV has applied since 1 January 2026. §§ 1, 7, 9 KassenSichV, § 146a AO
  • Notify the tax officeBuying or retiring a recording system must be reported electronically to the tax office within one month. § 146a(4) AO
  • Navigation deviceTaxis need an up-to-date navigation system with live traffic data; an app on a suitable device is enough. § 28a BOKraft
  • P-Schein for every driverMinimum age 21, proof of professional knowledge for taxis, valid for up to five years. § 48 FeV

To be clear: Taxiflotte is not a taximeter and not a TSE. Those devices remain mandatory in the taxi. Taxiflotte makes sure you don't miss calibration, inspection or the Konzession renewal, and shows what each taxi earns.

What does it cost when three channels never meet?

If you look at Uber, Bolt and dispatch trips separately, weak taxis and empty shifts show up late. Each platform shows only its own slice, and cash fares from the rank appear in no portal at all.

Then there's the manual work: matching shifts, writing timesheets, working out revenue per driver. Operators using this software cut timesheet work from about 5 hours a week to under 1 hour a month.

And deadlines: calibration every year, vehicle inspection (HU), insurance, Konzession. With 20 taxis that's dozens of dates a year, often kept in one calendar or one person's head.

Example: 12 taxis, one week

Bolt180$3,920

Average: about $1,750 per taxi. Taxi 7 makes only $890. Split across portals you barely notice; in one view it stands out. Fictional figures for illustration.

What does taxi company software actually do?

It replaces spreadsheets and WhatsApp groups with one place for trips, drivers, taxis and deadlines.

01Forward trips to drivers

Send requests from direct customers, hotels or companies to a free driver in one click. No radio call, no group message.

02Every trip in one view

Uber Fleet and Bolt Fleet are connected, so all drivers' trips land next to the jobs from your dispatch.

03Revenue per taxi and driver

Net earnings after platform fees, cost per kilometre and each driver's real hourly pay. One customer found a vehicle that was losing money every month this way.

04Automatic timesheets

Shifts and online times become payroll-ready timesheets, instead of being typed up from three sources.

Starting a taxi company in Germany: what does the Taxikonzession require?

To run taxis you need a licence for taxi services, commonly called the Taxikonzession. The authority must refuse it if it would threaten the viability of the local taxi trade, looking at demand, taxi density, earnings and costs, and business closures (§ 13(4) PBefG).

Order of allocation
New applicants and existing companies are both considered, generally in the order applications arrive.
First licence
New applicants receive it for two years and may not transfer it during that time (§ 13(5) PBefG).
Term after that
Up to five years (§ 16(4) PBefG). Anyone who sold or leased out all or part of their business in the past eight years is ranked lower on new applications (§ 13(5) PBefG).

What a Taxikonzession costs in Berlin, Hamburg, Munich or Cologne, and which documents a renewal needs, is set by the local licensing authority. Ask them directly.

Frequently asked questions about taxis, Uber and Bolt

How does Uber Taxi work for a taxi company?

The passenger books in the app and the platform passes the trip to one of your taxis. Legally it is still a taxi trip: the local taxi tariff or a permitted fixed price applies (§ 51 PBefG), and the taximeter stays mandatory (§ 28 BOKraft). Fees and payouts are set by your contract with the platform.

What is the difference between a taxi and Uber?

In Germany, both taxis and Mietwagen (private hire cars) take trips through Uber, and the law treats them as two different services. Taxis may wait at approved taxi ranks, must charge the official tariff and must accept trips within their mandatory service area (§§ 47, 51 PBefG). A Mietwagen may only take orders received at its base and must return there afterwards (§ 49(4) PBefG).

What do I need to drive taxis for Uber in Germany?

By law you need a taxi licence under the Passenger Transport Act (PBefG), your drivers need a passenger transport permit under § 48 FeV, and every taxi needs a calibrated taximeter. Any extra documents the platform asks for are listed in its partner terms.

What does it take to become a taxi driver in Germany?

A passenger transport permit (P-Schein) under § 48 FeV. You must be at least 21, have held a class B licence for at least two years, prove your fitness and, for taxis, show proof of professional knowledge (Fachkunde). The permit is valid for up to five years and can be renewed.

What are the requirements to start a taxi company in Germany?

You need a taxi licence (Taxikonzession) from the licensing authority. It is refused if it would threaten the viability of the local taxi trade (§ 13(4) PBefG). New applicants receive it for two years and may not transfer it during that time (§ 13(5) PBefG).

Does a taximeter need a TSE?

Yes. Under § 1(2) KassenSichV, EU taximeters count as electronic recording systems and must be protected by a certified technical security device (TSE) under § 146a of the Fiscal Code (AO). For taximeters fitted with INSIKA technology before 1 January 2021, § 7 KassenSichV has applied since 1 January 2026.

Does Taxiflotte replace the taximeter or the TSE?

No. Taxiflotte is operations software for dispatch, reporting and deadlines. The calibrated taximeter and the certified security device stay mandatory in the taxi. Taxiflotte does remind you of the yearly calibration in good time.

How much does Taxiflotte cost and how fast can I start?

From $5.99 per driver per month. Setup takes about 48 hours: upload taxis and drivers, then connect Uber Fleet and Bolt Fleet. You can try it free for two days, no credit card needed.
